Hello, and thanks for your contribution to ANA’s Hortensias Repaving Project!
Thanks to you, ANA met our $200,000 peso goal to pay for materials and supervision for constructing a pair of grooved cement tracks from the highway intersection, up to the fork in the road just below La Cima I, where it connects with Gardenias.
As we reported in recent eNewsletters, collecting the funds was Step One. We hoped that the City would be able to start work before the summer rains, but that didn’t happen. ANA has been working with Obras Publicas to schedule what they tell us is a very ambitious and logistically complicated project. But Amapas isn’t the only colonia on the City’s To-Do list, so we have to compete with our neighbors, and be patient, but persistent.
As those of you in town now know, we’ve been having regular summer downpours. While the thunder-and-lightning shows have been entertaining, they’re not good for outdoor cement-work, never mind digging up a steep hillside road that has been turning into a storm-drain on an almost daily basis.
While we’re waiting out the Weather Man…
ANA, in the form of our Administrator, Viviana Teston, has been working steadily to keep our project front-and-center at City Hall.
In June,because of concern about the time passing by, ANA wrote officially to Mayor Davalos himself, informing him of the project, that our members have put up the money, and requesting his personal approval and support.
We’re pleased to report that our letter spurred conversations between the Mayor and the Director of Obras Publicas, with Mayor Davalos giving our project his support.
That’s a very big deal, but not quite the ‘magic wand’ we’d like it to be. So we’re continuing to press for a specific start-date, and have requested an in-person meeting with Mayor Davalos to keep a spotlight on Hortensias.
As we hope you know, your Neighborhood Association has many other irons in the fire – check out our next eNewsletter for details – but Hortensias Repaving is our first priority, and we’ll keep you posted periodically on our progress.

Yes, we know that topes can be a pain in the… suspension. And, yes, thanks to Transito, we have some new ones on our highway. But they serve a purpose: preventing accidents, saving lives. And these particular topes are a ‘three-fer.’
ANA doesn’t just wave a magic wand and make things happen…though we often wish we could. We have to formally petition for City approval and action with explanations and photographs. Like many prayers, ours aren’t always answered, and when they are, we often need to pay, or at least contribute substantially, for the improvements we request.
That’s the case with the new topes on Highway 200 at Callejon de la Igualdad. We made the request for three reasons: 1) members who use the crosswalk often have to dodge the speeding cars, taxis and trucks that whiz around the blind curve at high speed. 2) The beer store on the corner draws customers who often park helter-skelter, blocking the Callejon and making it hard or impossible for cars and taxis to turn off the highway…making them sitting ducks for the next speeding driver to come around the curve. 3) If you’re heading into town on the highway and want to make a left-turn onto Calle Pulpito, you often have to wait for oncoming traffic or the cars and taxis already lined up on Pulpito to clear. Because of the blind curve behind you (see #2, above), you’re a sitting duck for the next driver to rear-end you.
Transito has promised to paint and monitor the new topes, as well as both intersections. In the meantime, we hope we’ve improved three traffic-safety and pedestrian issues with a handful of topes.

You may have noticed some new cement curbs and stripes of yellow ‘caution’ paint along the pavement on Calle Gardenias – your ANA at work.
While making those safety improvements, we discovered recent erosion that could undermine a section of pavement between Selvamar and Diane’s landmark palapa-roofed home. ANA immediately alerted Proteccion Civil, which sent out investigators, and is now preparing an official Dictamen de Riesgo (Official Opinion of Risk).
The Proteccion Civil investigators told ANA representatives that the erosion has been caused by water backing up and overflowing the street because the pipe that is supposed to carry it under the pavement is too small.
They suggested installing a larger pipe, which could then conduct ALL the rainwater into the watercourse below without causing more erosion. Unfortunately, they also said that the City doesn’t have the resources available to make this improvement on its own.
The good news is that the threat to Gardenias does not seem to be immediate, so we have time to act.
This may be another opportunity for the neighbors to work together with ANA in a “50-50-50 Project,” where ANA and affected neighbors (50-50) can share the cost of construction materials and supervision, with ANA managing the project, while the City’s Obras Publicas department provides the labor and machinery (the other 50% of the cost) to get the job done.

Repaving Hortensias from Highway 200 to La Cima I will benefit everyone who lives on or visits Hortensias or Gardenias, and improve our property values.
Our announced deadline for funds is April 15, when we will officially inform City Hall that we have the money to pay for our share of the project, but we will continue to raise funds to cover the surprises and opportunities that a major public works improvement project like this inevitably encounter once construction begins.

The Amapas Neighborhood Association (ANA) has been working with Puerto Vallarta’s municipal government to pave cement tracks on Calle Hortensias (entrance to Gardenias and Hortensias condos) from Highway 200 to the fork at La Cima 1. ANA has obtained a commitment from City Hall to provide the labor and equipment – about half the total cost…if neighbors can raise the funds for materials and project management.
Our total share of the cost is only $200,000 pesos = about $11,100 USD.
If we share the cost fairly among the 200+ private homes and condo units on Hortensias and Gardenias, we can do this quickly and painlessly.
How It Works
The donor should write a check or contribute cash to the ANA. ANA will issue a Factura, and – in the unlikely event that we don’t reach our goal, we will inform the participates by April 15th and your money will be fully refunded by the end of April.
